Not yet apparently. International news agencies are declaring a state of
emergency on behalf of the Malaysian Government. At blogtime, there is no declaration
from any official government entity. The National
Security Department's web is silent on the matter. The official
API chart has several areas exceeding the promised '500 benchmark'. Bernama
makes no mention of it too, hours after the wire reports. Update:
State of Emergency declared in Kuala Selangor & Port Klang.

I am inundated with calls from people asking me what they are supposed to
do since we are already in a state of emergency as widely believed and circulated.
What do you do and what to expect?
Don't panic! The haze will not immediately become (more) lethal upon declaration.
Schools, government offices and other non-essential services are expected
to close. Factories & construction projects with gaseous emissions
may be ordered to stop work. Some form of curbing or restriction of private
transportation to further reduce pollution. There will be no curfews
but you would definitely be advised to stay indoors. Do not send or
forward misleading SMSs to aggravate the existing confusion. Check here
